Draft National Action Plan for Dairy Development

Here we shall discuss about Draft National Action Plan for Dairy Development prepared by Department of Animal Husbandry, Dairying and Fisheries to increase the milk production to 200-210 MT by 2021-22 and double the income of milk producers at farm level.


Draft National Action Plan for Dairy Development

1) Ministry: Ministry of Agriculture and Farmer's Welfare, Department of Animal Husbandry, Dairying and Fisheries.

2) To meet the requirements of increased milk handling, the draft national action plan includes:

a) Creation of milk chilling facilities including bulk milk cooling, 
b) Processing infrastructure, 
c) Value added products (VAP), 
d) Organisation of milk collection centres/dairy cooperative societies, 
e) Milk transportation facility and 
f) Marketing infrastructure 

3) Government is mandated to double milk producers’ income at farm level by providing rural milk producers with greater access to the organised milk processing sector.

4) The demand for milk in the country is going to increase to 200-210 MT by 2021-22. In order to meet this growing demand, the infrastructure in the country needs to be upgraded at village level particularly for milk procurement and production of high valued milk products.

5) Government has submitted a proposal for availing loan from Japan International Cooperation Agency (JICA) for "Dairying through Cooperatives-National Dairy Infrastructure Plan’’ in line with the mandate of Government to double farmers income in next five years.

6) The fund from JICA will be routed through National Dairy Development Board for the development of dairy sector. Focus will be on poverty alleviation.

7) Fund will be used to:

a) Cover additional villages and milk producers,
b) Setup bulk milk coolers in villages, 
c) Creation of milk and milk product processing infrastructure,
d) Modify or expand old milk and milk product plants under "Operation Flood" [White Revolution]
e) Create milk and milk products plants for value added products

8) India ranks 1st among the world’s milk producing Nations since 1998 and has the largest bovine population in the World.
