Good Governance Index 2019 (GGI)


The first ever Good Governance Index (GGI) was released by Ministry of Personnel, Public Grievances & Pensions on the occasion of Good Governance Day, observed on 25th Dec, the birth anniversary of Atal Bihari Vajpayee). 

GGI is a uniform tool across States to assess the Status of Governance and impact of various interventions taken up by the State Government and UTs.

Good Governance Index takes into consideration 10 sectors, based on 50 indicators.

In Big states category, out of 18 states, Tamil Nadu secured 1st rank while Jharkhand stood last on 18th position.

In NorthEast & Hills states category, out of 11 states, Himachal Pradesh secured 1st rank while Arunachal Pradesh stood last on 11th position.

In UTs category, out of 7 UTs, Pondicherry secured 1st rank while Lakshdweep stood last on 7th position.

What is Good Governance Index?

The 1st ‘Good Governance Index’ was released by the Department of Administrative Reforms & Public Grievances under Ministry of Personnel, Public Grievances & Pensions, on the occasion of Good Governance Day observed on 25th Dec, the birth anniversary of former Prime Minister Atal Bihari Vajpayee.

Good Governance Index (GGI) would also seek to determine the status of governance as it exists today and it will provide reference threshold for future also.

Good Governance Index is a uniform tool across States to assess the Status of Governance and impact of various interventions taken up by the State Government and UTs.







Objectives of Good Governance Index

The objectives of Good Governance Index (GGI) are:

1) Provide quantifiable data to compare the state of governance in all states and UTs,

2) Enable states and UTs to formulate and implement suitable strategies for improving governance,

3) Shift to result oriented approaches and administration.

The 10 sectors taken into consideration for calculating Good Governance Index are:

2) Commerce & Industries,
3) Human Resource Development,
4) Public Health,
5) Public Infrastructure & Utilities,

Indicator Selection Principles

The principles kept in mind while selecting 50 indicators are:

1) Indicator should be easy to understand & calculate,

2) Indicator must be citizen-centric & result driven,

3) Indicator should lead to improved results,

4) It should be applicable to all states and UTs

5) The data of indicator to be compiled at Ministry level

6) The data should be authentic and available State wise and in time series.

  1. Growth Rate of Agriculture and Allied Sector
  2. Growth Rate of Food Grains Production
  3. Growth Rate of Horticulture Produce
  4. Growth Rate of Milk Production

  6. Crop Insurance

2) Commerce and Industries

3 indicators used in Commerce and Industries sector are:

  1. Ease of Doing Business
  2. Growth Rate of Industries
  3. MSME Establishments

3) Human Resource Development

indicators used in Human Resource Development sector are:
  1. Quality of Education
  2. Gender Parity Index
  3. Retention Rate at Elementary Level (Class I to VIII)
  4. Enrollment ratio of SC and ST
  5. Skills training imparted  
  6. Placement ratio including self-employment

4) Public Health

indicators used in Public Health sector are:

  1. Infant Mortality Rate (IMR)
  2. Maternal Mortality Rate (MMR)
  3. Total Fertility Rate (TFR)
  4. Immunization Achievement
  5. Availability of Doctors and Paramedical Staff at PHC's
  6. Operationalization of 24x7 Facility at PHCs

5) Public Infrastructure & Utilities

  1. Access to Potable water
  2. Towns declared Open Defecation Free (ODF)
  3. Village declared ODF
  4. Connectivity to Rural Habitations
  5. Access to Clean Cooking Fuel (LPG/PNG)
  6. Access to Power Supply
  7. Availability of 24x7 Power Supply
  8. Energy availability against the requirement
  9. Growth in Per capita Power Consumption

6) Economic Governance

  1. Growth in per capita Gross State Domestic Product (GSDP)
  2. Fiscal deficit as a percentage of GSDP
  3. State's own tax revenue receipts of Total Revenue Receipts
  4. Debt (Total Outstanding Liabilities) to GSDP

7) Social Welfare & Development

indicators used in Social Welfare & Development sector are:
  1. Sex ratio at Birth
  2. Health Insurance Cover
  3. Rural Employment Guarantee
  4. Unemployment Rate
  5. Housing for All
  6. Economic Empowerment of Women
  7. Empowerment of SCs, OBCs and Minorities
